Chloe Thornhill, Chief of Operations.


Chloe Thornhill joined Nighthawk Integrated Solutions (NIS) in 2014 as the Chief of Operations to provide direction and leadership for the NIS in the areas of finance, accounting, human resources, and other general operational activities.


Prior to working at NIS, Chloe held various roles at Applied Research Associates (ARA), most recently as a Senior Accounting Specialist for their Capital Area Division.  She has over 5 years of progressive experience in accounting and operations support in the field of government contracting, including support to DTRA Targeting Weaponeering Assistance Cell (TWAC) while working at ARA.

 Chloe received a BA in Economics and International Politics from George Mason University (GMU) and has since completed additional coursework in accounting and government contracting.  During her studies at GMU, Chloe interned in the U.S. Embassy in Thailand, where she researched and provided analysis on the economic impact of various Thai policy initiatives in cyber-crime Laws and international trade disputes.

In addition to her work with NIS, Chloe holds a position as a Senior Accountant for the National Academy of Sciences.

Phil Taber, Chief Executive Officer and Founder.


Phil Taber founded Nighthawk Integrated Solutions (NIS) with a vision to create a company focused on "paying forward" knowledge and experience to operational warfighters at all levels with the highest quality skilled graduate-level instructors and military industry recognized subject matter experts from across the U.S. Combat Air Forces.


Phil is a 22-year veteran of the US Air Force, where he flew over 2,400 hours in the F-4E Phantom II, F-4G Wild Weasel, F-15C Eagle, and F-117A Nighthawk fighter aircraft.  During his career, Phil participated in combat operations in Desert Storm (F-4G), Southern Watch (F-15C), and Iraqi Freedom (F-117A). 


Phil possesses an extensive background in hard and deeply buried target defeat (HDBTD) concepts through kinetic and non-kinetic weapons and F-22A Raptor operational test and evaluation.  Additionally, Phil was a USAF squadron commander, an F-117A USAF Weapons School Instructor, and held multiple aviation safety management and investigative positions throughout his military career.  For his extensive work in the USAF safety community, Phil was honored with induction into the USAF Safety Hall of Fame.


Phil graduated from Memphis State University with a Bachelors in Architectural Engineering Technology.  He also holds a Masters of Aeronautical Science with a specialization in Aircraft/Aerospace Safety Systems, from Embry-Riddle Aeronautical University, and a Masters of Business Administration, specializing in Homeland Security, from Northcentral University.


Prior to founding NIS, Phil worked at Applied Research Associates (ARA) where he was assigned to the USAF Weapons School as a Senior Scientist and Instructor for the DTRA Targeting Weaponeering Assistance Cell (TWAC).  During this position, Phil was recognized for his work within TWAC with the ARA Technical Achievement Award for 2013. 


As CEO of NIS, Phil brings the culmination of almost 30 years of leadership experience in the military tactical aviation and aviation safety arenas into the daily operations and strategic business strategy of NIS.  Active in his local community, Phil is an adult leader in Boy Scouts of America, a Board Member of the Nevada Aerospace Hall of Fame, and active in his church.
